The Residency Requirement' is a state-ordinance (Orleans, Jefferson, etc.) that forbids police-officers from enforcing laws' in a parish-- they don't live in. These rules are in place to prevent racketeering (fraud) between cops, bondsmen, prosecutors, judges, etc.
